Fitch Analysts See the War Between Russia and Ukraine as a "Contained Risk"

The full extent of insurance and reinsurance losses from the Russia-Ukraine conflict remains a murky subject with many unknown factors, but analysts at Fitch Ratings are confident the war will prove to be a "contained risk" for the market.

Speaking during a recent Global Reinsurance webinar Briefing, Brian C. Schneider, senior director and global head of reinsurance at Fitch, acknowledged that the broader industry still doesn't know where the overall war loss figure will end up.

He noted that there have been a variety of strategies used by individual companies when booking for this event, with many looking to "bleed" themselves into the results for losses on their estimates, as they come.

This is similar to the number of businesses that have come forward to report COVID-19 losses, many of which are still incurring but not reporting (IBNR).

However, Schneider was joined on the webinar panel by Robert Mazzuoli, director of Fitch, who added that, unlike the pandemic, most reinsurers will have been able to immediately drop their exposure to the conflict after a large initial loss.

"We have to be aware that the industry, whether it's the cedants or the reinsurers themselves, will reduce exposure to Russia and Ukraine relatively quickly, either because they have to or because they feel it's uninsurable or priceless." Mazzuoli told viewers about the virtual webinar.

"So the time frame that we're talking about, where the claims have broken out, is relatively limited," he explained. “It's between the outbreak itself, and then a couple of weeks to maybe a month or two later. Therefore, there are no new claims accumulating to any significant extent that are directly caused by the war itself. So, in principle, it is a contained risk.”

So even though the final level of losses is still unknown at this point, Mazzuoli wanted to emphasize that the challenge reinsurers face remains fundamentally different than excess COVID mortality losses, where new losses have continued to accumulate with time.

"Unfortunately, I think we'll just have to be patient," agreed Schneider.

"It's also going to depend on how much the various lessors are willing to be able to estimate the aviation losses," he added, referring to Russia's stranded fleet of planes that has recently caused multimillion-dollar losses. dollar claims filed against insurers.

“With those planes still stuck, we know there are going to be a lot of legal ramifications that are going to take a long time to work out,” Schneider said.

Fitch's webinar took place in conjunction with the release of the rating agency's outlook on the global reinsurance industry, which remains neutral in light of the expectation that underlying profitability will remain broadly stable in 2022 and 2023.
